The National Industrial Chemicals Notification and Assessment Scheme (NICNAS) helps protect the Australian people and the environment by assessing the risks of industrial chemicals and providing information to promote their safe use.
You need to register with NICNAS if you do any of the following activities for commercial purposes:
- make soaps in Australia by a process involving a chemical reaction (i.e. saponification);
- import soaps into Australia from overseas manufacturers or suppliers; and/or
- import chemical ingredients into Australia for soap making.
Under the Industrial Chemicals (Notification and Assessment) Act 1989 (ICNA Act), you must register with NICNAS before you import and/or manufacture relevant industrial chemicals, or products containing relevant industrial chemicals, for commercial purposes
Are you importing or manufacturing an industrial chemical or chemical product into Australia? This includes ingredients in cosmetics and ingredients in products for domestic use.
All importers and/or manufacturers of industrial chemicals must check their chemicals against the Australian Inventory of Chemical Substances (AICS).
Most importers and/or manufacturers of industrial chemical products must register their business with us regardless of the volume of the industrial chemical.
This also applies to importers of:
- bulk chemicals
- packaged cosmetics
- consumer, industrial and commercial products.
